This 50 centimes note was issued by the Chambre de Commerce de Saint-Étienne on 1 April 1921. It is a typical example of the emergency currency notes produced in France in the early 20th century, a period during which local chambers of commerce were authorised to issue their own banknotes in order to alleviate the shortage of small change that had gripped the country in the aftermath of the First World War.
French chambers of commerce played a fundamental role in stabilising local economic exchanges by issuing these low-denomination notes. The Chambre de Commerce de Saint-Étienne, a city that was then heavily industrialised and renowned for its mining and metallurgical activity, actively participated in this system by putting into circulation notes designed to facilitate everyday transactions within its territory.
This type of note, commonly referred to as an emergency note or cash voucher, holds both historical and numismatic value. It bears witness to the economic and monetary difficulties experienced by France in the immediate post-war period, when the central government was no longer able to ensure alone the supply of small change necessary for everyday transactions.
Its face value of 50 centimes places it among the most modest denominations of these regional issues, making it a commonly used means of payment in daily life transactions. Notes issued by chambers of commerce now constitute a fully-fledged collecting category, appreciated by specialists in early 20th-century French numismatics.
