It is striking how dominantly Jupiter played a role in the coinage of Emperor Licinius. The coins show Jupiter holding a scepter and a victoriola (a small figure of Victory) while standing with an eagle at his feet, which often holds a wreath in its beak. This design symbolized that Jupiter was granting victory and protection to the emperor, a common theme in Roman imperial propaganda. The legend IOVI CONSERVATORI directly communicated this message. The addition of AVGG signifies that Jupiter protected both Licinius and his co-emperor Constantine. The Edict of Milan, issued by both emperors in 313 AD, officially granted tolerance to Christianity, but the public use of imagery like the Jupiter coins shows that traditional pagan Roman religion was still a powerful force. Licinius also used this iconography to commemorate his victories, such as the 313 AD victory over Maximinus Daia, further solidifying his image as a divinely favored ruler.
It has been suggested that the curieus numerical formula in the reverse field indicates a revaluation of the follis, from 25 to 12 ½ denarii (see carson ″Coins of the Roman Empire″, page 167). The remarkable adoption of a radiate imperial portrait on these folles may be connected with Licinius′ devotion in the sun-god Sol Invictus at a time when the survival of paganism was being threatened by the religious policy of Licinius′ western colleague Constantine.
